Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: positive announcements are released from various governments. Significant resources is allocated on restraining specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from across the border, a ability afforded by timely intelligence. From vantage locations, military aircraft that had been scrambled to intercept incoming guided weapons roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons activated: defensive missiles fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, presumably delivered by Western nations. Every launch jolts you unexpectedly, shaking the windows. The moment of terror quickly gives way to grim resignation: maybe the hostile projectile won't cause damage this time, protecting urban areas from catastrophe and further power outages.
Persistent Threats
Following this, a heavy machine gun engaged a unmanned aircraft in the vicinity, part of a rapid response unit – probably Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: seven people killed, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still went about their day – living the war. But those 24 hours illustrated Ukraine's vital need on Western support – a need that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from Washington adheres to the same pattern: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This pattern will, no doubt, endure.
Political Considerations
It is convenient to criticize particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington operates on a principle understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is unfeasible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while accepting these circumstances, American administration does minimal to deter Moscow, through words or deeds, from believing that the current condition will not evolve additionally in its advantage in the months ahead.
Opposing Positions
Therefore, Moscow is convinced that the clock favors them – that Ukraine and its supporters are nearing depletion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing people and territory but avoiding a entire defensive failure until circumstances change in its advantage.
Existing Situation
Realistically, there are no genuine requirements for a truce. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not switch to homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show specific hesitation to alter the situation, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
